China is reshaping its investment approach in Africa by shifting away from large-scale infrastructure projects and resource-heavy deals towards manufacturing, consumer goods and services, reflecting a broader recalibration of strategy across the continent. The transition comes amid pressure from slower economic growth, higher debt burdens among African states and the need for China to diversify its exposures as global competition intensifies.

Historically, China’s engagement in Africa leaned heavily on state-owned enterprises and long-term infrastructure financing, particularly in power, transport, mining and energy projects. These investments were often tied to mineral access and export corridors, with big ticket deals supporting both resource extraction and the movement of those resources. However, the volume of new commitments has fallen in recent years, prompting Chinese firms to look for opportunities that require lower capital intensity and offer more immediate market potential.

In response, manufacturers and consumer-oriented companies from China have started to scale in Africa, targeting the growing middle classes and rising urbanisation in major markets. Electronics, household goods, mobile devices and light manufacturing are gaining prominence, enabling China to export not just equipment but finished products and services while building regional supply-chains. Partnerships are increasingly anchored in local production, distribution and retail rather than purely extractive operations.

Still, several risks accompany this shift. African economies remain exposed to external shocks and drag from global demand, and China’s companies must navigate regulatory frameworks, currency volatility and competition from Western and regional players. The unresolved question is whether China’s evolving model can deliver growth in both scale and value for African partners, while sustaining China’s strategic interests on the continent.
