Finnish police have launched a criminal investigation into suspected environmental violations at a planned Google data centre in northern Finland, raising questions about the regulatory challenges facing large international technology investments.

The investigation concerns preparatory work at Muhos, where Google's Finnish subsidiary, Tuike Finland, conducted forest clearance and drainage operations before completing required environmental impact assessments. Authorities are examining possible breaches relating to water management and damage to the surrounding environment. Police emphasised that their investigation remains preliminary and is expected to continue into 2027.

The project forms part of Google's previously announced $15 billion investment programme in Finnish artificial intelligence infrastructure, described by the company as its largest European investment. Earlier in October, Finnish regulators ordered preparatory work to stop at sites in Muhos and Kajaani-Otanmäki pending environmental assessments. Authorities have requested more detailed information about drainage systems and potential effects on surrounding land and waterways. Google has said its earlier work was undertaken according to its understanding of the applicable approval requirements.

The case illustrates the environmental and regulatory pressures accompanying the rapid expansion of data centre construction. Such projects promise substantial capital expenditure and increased demand for energy infrastructure, but can also involve land clearance, water consumption and significant electricity requirements. Finland has attracted technology investment through its climate and energy resources, yet local environmental safeguards remain central to project approvals. The investigation's outcome could influence how future foreign-backed data centre developments are planned, assessed and supervised.
