Microsoft is committing more than $15 billion to expand artificial intelligence and cloud infrastructure in the United Arab Emirates, marking one of the largest foreign direct investments in the region’s digital economy.

The multi-year investment will fund new data-centre projects and advanced AI systems powered by Nvidia processors, including the latest A100, H100 and GB300 chips. The company has obtained export licences from the United States Department of Commerce to ship the technology to the UAE, reflecting a deepening partnership between the two countries on digital innovation.

The initiative positions the UAE as a growing hub for AI development. With around $7 billion already invested since 2023 and a further $8 billion planned through 2029, Microsoft’s commitment demonstrates how global technology firms are steering FDI towards digital infrastructure rather than traditional physical assets. The focus is shifting from land and labour to data capacity and computing power as the foundation of economic growth.

U.S. officials have framed the export-licence approvals as part of a broader strategy to foster secure technology partnerships in the Gulf while maintaining oversight of advanced chip use. The licences allow Microsoft to import tens of thousands of Nvidia GPUs under strict regulatory safeguards.

For the UAE, the investment supports its ambition to diversify beyond hydrocarbons and establish itself as a regional leader in high-performance computing and AI services. For Microsoft, the move secures a long-term foothold in a fast-expanding digital market while reinforcing its role as a global supplier of AI infrastructure.

The partnership underscores how foreign direct investment is evolving—measured not by factories or physical capacity, but by access to the computing power that fuels the next stage of global growth.
